В общем, я сам нашёл +- решение, может кому-то будет полезно. Vita3k не поддерживает патчи. Но локализацию можно поставить, заменив файлами патча файлы корневой папки, вот инструкция:
- install game - find the game files, it will depend on your system where they installed to - download the Patch - extract the Patch - drag and drop the files inside the rePatch folder onto the base folder. - the folder names should line up, so in the rePatch folder there should be an "app", or titleid, just merge the appropriate folders
