Вырубаем игру.
Файл Engine.ini должен тут (путь к папке на скрине), если файла нету, создайте по этому пути пустой файл Engine.ini и скопируйте туда все эти строки:

Потом включите в настройках графики DLSS пункт DLAA вместо Quality.
Итог: тормозов нет, при активации болванов неподалеку от героя игра не замирает на многие секунды. Можно спокойно играть.
