You can construct items at workstation (it looks like a lathe) - usually those are located in the service areas of the location.
You can fix up items in your own inventory using other items of the same kind (e.g. repair gun PNH-5G with another PNH-5G). There would be a button `Fix up` in the inventory, near the item entry.
It was not just an active button, by the way. I clicked on the container, got an exchange screen and a window that said that I'm not sure about someone's sincerity.
